There are several factors that are involved in coat growth. Environment and genetics are the biggest factors. If your Maltese has a fragile silk coat from genetics, and then runs on carpet, the static electricity will brake of the hair, making it almost impossible to grow coat to the floor. Most normal coats under normal conditions will be to the floor aound 1 year old.
